There are several possibilities, and this user forum is not the only option to solve the issue as that's actually CL tech support's job You can reach them here if forum users can't get your situation resolved.
One thing you might want to try the steps in this post to delete the temporary cache files.
If that doesn't help, maybe make a screen recording showing what you hear when previewing the media from the library and after dragging them to the timeline as that may give us some important clues. Upload the video to YouTube or Google Photos and paste the link here

I don't see any issues when I first open PhD or if I go to File | Open Project... I tried it with recent projects and with projects made with older version of PhD (v10).
One thing that happened when opening a project from v11 is that I got the below message that stayed at 0% for a long time:
I eventually clicked Postpone and the project became available, but there were many missing photos from that project and I closed PhD to start over. I was then unable to launch PhD again and saw that it was still running in Task Manager even the the window was gone.
I don't know if this weird background operation might be related to the issue you're seeing, but try opening a different project and see if that's successful.

While I'm at it, here's a screenshot of the new PD365 2024 interface (with the window shrunk down to the smallest size):
PD 2024 has the most changes as compared to the other 3 Director Suite apps, but all now have a launcher screen which may or may not be useful to different users. This one is for PD:
The top section rotates through Video Stabilizer, Video Denoise, AI Wind Removal, AI Image Generator and AI Body Effects options with video previews of each along with a Try Now button. The Recent Projects list is probably the most useful part for me
There's another produce bug at when the project AR is set to 1:1 that I found earlier this month but didn't report. If NVENC is used, the video is produced in only a second and is totally black. Unchecking Fast video rendering technology solves the issue, just like the original bug in this thread.
Here's a OneDrive folder with the packed project and my exported clips if anyone else wants to verify this in either PD21, the previous version of PD365 or the new 2024 version.

Unfortunately this issue persists in the brand new 2024 version of PD365. I don't understand what's going on at CL but this is really, totally and completely inexcusable.
Also, I am unable to create any new topics on the forum using Edge or Opera browers.
This is what I'm presented with in either browser, and it's obviously impossible to determine what characters are supposed to be entered:

You won't. There's a separate installation limit, where once you reach it you will no longer be able to install the program on additional computers unless you contact customer service, but the message you're seeing doesn't have any limits as far as I'm aware.
It's simply a request to switch the active license to the current computer.

Can you provide more details? For example, can you access the content as soon as you install a pack but you don't see the content after you close and reopen PD? Are you changing the aspect ratio when you use PD the next time?
I've never seen any issues with content packs no matter what order they're installed.

You didn't say whether you have the lifetime license (PD21) or the subscription version (PD365).
I have PD365 (v21.5.3125.1 / SR VDE120721-3) and see that some Outro templates don't have any soundtrack at all (left side), while others have audio but it's both silent and has the volume set to 0 (right side):
I've never looked at these templates before so I don't know if there used to be sound or not. Increasing the volume of the audio track doesn't make any difference.
The Intro templates I checked all seemed to work normally, so I suggest you report the issue to CL tech support. You can reach them here.

Crashes like that are almost always due to video driver issues or corrupted Windows system files. Please follow the steps in the Read Me Before Posting guide and attach the text results of the DxDiag test.

The truth is that CL deactivated all of the new NewBlue FX in PD20 and there's no way to access them unless you have an older PD version. I still use PD17, and if you were to install an older PD version you should see all the NBFX content like I do.

You'll probably weant to change your editing style if you're ending up with many small fragments on your timeline. In the mean time, I can think of 2 easy ways to get rid of the unwanted clips. Choose the one that makes the most sense for this project:
1) Zoom out until you can asee the entire project, then drag a selection rectangle over all of the unwanted clips (which sound like they are to the right of the end of your desired timeline content). Once they're all selected, simply press the Del key to remove them
2) Another option is to first save the project, then use the same process select only the clips you want to keep. Copy the selection, then go to File | New Workspace and paste the copied content on the new timeline and save the project with a different name

Text and titles are the same thing, and you can use the Enter button to add more lines of text in any title. You can change the font and all other attributes on a line-by-line, or even on an individual character, basis in single title.
You can also add a new title on any track underneath the first one if that makes more sense

Everything downloaded and started fine on my end, but the Analyzing screen got to 99% and stayed there for over a minute before I hit the Stop button. After that I got the endlessly spinning blue circle cursor and then had to close the app because it wasn't responding.
Just to clarify, I was in the Library (in the Organize & Adjust module) and I don't see any option to auto detect in a selected folder. These are the options I see:

It typically takes a few days and they don't work on weekends, so if you don't hear back by tomorrow you'll have to wait until Mon

You have two separate issues.
The reason your produced file is 33 minutes long is because there is some clip way out at that location on the timeline. To quickly locate it, click on a blank part of the timeline (away from a clip) and press the End key.
You should see the timeline immediately shift to the last clip. However, it may be on a lower track and you may have to use the scroll bar on the right side to bring it into view. Now simply delete it and produce again.
The second problem is odd, because it's a very common video format. Maybe try one of the M2TS or MKV profiles and see what happens. You also may want to uncheck the Fast video rendering technology box on the produce screen and try that.

No, everything has to be done through the app. You can try uninstalling then reinstalling PhD as that might clear up the issue.
As for your DxDiag results, I don't see anything directly related to this problem but I can recommend two things:
1) Your GPU (video) driver is 3.5 years old and you may want to update it to the latest version (June 2023) directly from Intel. You may instead want to use the Driver Assistant tool to scan your system for other outdated Intel drivers.
2) The Windows Error Reports at the end show a number of crashes across many different apps, and often those are caused by problems with Windows' system core files. Try the steps here after you've uninstalled PhD and before you reinstall it.

I see the same thing, except I didn't initially see any message about a connection problem. However, it showed up a few minutes later.
Also, clicking the Inspiration button brings up an empty window for me:
