Power Director 365 error when packing project to cloud

I am trying to pack a project and upload to the cloud. It seems to pack OK but then gives an error "you must have at least one clip on the timeline" and won't upload.

I've tried packing to a local drive and that appears to work.

The obvious question is "Do you have at least one clip on the timeline?"
