Turn on the HDR option on Windows to check it out, and don't forget that all of TrueTheater video enhancements should be OFF in powerdvd.

Chromecast Ultra with wired connection?
Terminate all simultaneous casting from other PC apps to Chromecast.
Open Google Chrome to discover Chromecast devices to ensure the Chromecast device is on the casting list.
Open powerdvd and check if the Chromecast shows on the "Play to" list while the Chrome browser opened the available casting device list concurrently.
My casting works using the above way, or you just make your Chromecast use WiFi, no issues then.

All movie disc, regardless of that it is 3D or 2D, is not supported to play in powerdvd VR mode.
Save your time for this.

I can play no matter DVD or Ultra HD Blu-ray movies successfully in new powerdvd 19 on my PC.

Is your Blu-ray drive updated to date?
If there is only certain disc not playable, I will also check the firmware upgrade of Blu-ray drive.
The firmware update will be provided from the drive manufacturer (e.g. LG, Pioneer) or your PC manufacturer. Don't trust the firmware updates from other non-branded driver/firmware providers.

You have been using powerdvd for a long time on the PC you used currently?
If the playback suddenly doesn't work, check if you have made any changes on Windows recently including software and hardware setup. Restore the change to check it out.
If you have contacted their support on weekend, check your email inbox for their reply after the weekend on daily basis.

Those online video streaming services are not supported by powerdvd except for YouTube and Vimeo they specified separately.
If most of your video files are in supported formats of powerdvd media casting feature, you can cast files to Roku from powerdvd. But, the setup and operations are not that convenient if there are 20 TB video files on the disposal.
To make it more convenient, I would recommend you browse or play your movie database (20 TB) on smart TV directly with TV remote via Home Media DLNA way.
The best option is set your 20 TB storage in a NAS.
Let the NAS host a media server (DLNA - DMS) directly for other DLNA players (DMP) to browse and play.
(DMP examples: Powerdvd, most of the smart TVs on the market)

The entry/consumer level NAS should support the DLNA server (DMS) feature.
However, the subtitle playback compatibility via DLNA playback is questionable.
If you use subtitles for your movies often, you might have to check the subtitle compatibility in advance with your hardware vendor or IT guy before you buy a NAS directly.
It is not necessary to use powerdvd or powerdvd library only to host the media server as the performance is far away from an independent NAS.

All custom wallpapers will be added with blur effect except for the default ones they provided.
For the wallpaper size, I guess that they probably set the wallpaper in 16:9 aspect ratio as the main aspect ratio of video files is 16:9 on the Internet.

I just tried it on my Windows 10 and Intel graphic setup.
I was dying to find if there were any clear difference between the previews.
Unfortunately, I can't see the differences in adjustment and layers preview, and it seemed my eyes got illusions after staring at those previews for a long time.
I fully understand some pretty professional photographer might need extremely perfect and bit-by-bit precision in color for their image production, but you suggested us decrease the exposure to a really low level to observe if any visual differences you found in such dark area is not practical for a photographing work.
Shooting and editing photos are works require expertise and experiences. However, a photo is for watch, recording life and enjoy.
Do you use PhotoDirector for medical purpose or scentific research?
Live with it will save you from those annoying knots.

Where do you store those TS videos? A local hard drive, NAS, or USB storage?
To import the videos properly, just add the stored folder path to powerdvd's media library, and then browse the videos in powerdvd library after the import done.
Do not add a virtual path that created by Windows OS to import videos, but the actual folder location on the hard drive.
A virtual folder path usually doesn't contain any drive letter in windows file explorer.

In fact, an audio cd does not contain" song title" or art work for the album and tracks on the disc.
(As I checked myself, there are few commercial audio cds have native CD-Text, which stores song title, artist, or album name metadata.)
Those information are all retrieved from online music database (e.g. freedb, etc.) by the player you used.
If the art work info does not exist in the online music database, no info will show in the player.

According to your screenshots, it seems the setting is controlled by Windows or the audio device application that is in charge of the Dolby audio output.
It's unlikely powerdvd alternated the output configuration on Windows if you already set non-decoded pass-through out mode for HDMI audio in powerdvd settings.
The app that offer you the options to set your speaker as "ATMOS Theater" is probably the one, which is accountable for this change.
And, powerdvd does not officially support the pass-through of Dolby ATMOS and DTS-X.

If you are using the Movie library, it identifies your movie files basically by the filename, and retrieve the online movie info from a small movie database (MoovieLive) for the imported titles.
Don't expect the online movie database that powerdvd uses is as powerful as IMDB, especially for non-theater hit movies and the classic movies republished in new production.

UHD file is not UHD disc (Ultra HD Blu-ray).
A MKV file could be ripped from a Ultra HD Blu-ray disc source, but it is a MKV file actually (encoded with HEVC 10 bit and HDR metadata, subtitles, etc.) but not a "Ultra HD Blu-ray" file.
If it is a file, you have to turn on the HDR on Windows first to play it in HDR.
If it is a Ultra HD Blu-ray disc, you will get your HDR on the TV after the playback entered the full screen.

The music you played is a specially encoded DTS WAV?
DTS WAV is not supported by powerdvd although some users produced some of those files and shared them on the web.

PowerDVD 19 applied Windows HDR, so you must enable the settings on your Windows OS first.

A non-HDR video won't be played in emulated HDR after you un-check the "TrueTheater HDR" item on the TrueTheater panel. It won't be affected by the above configuration even though you enabled the HDR display option on Windows.
