I know this bug PD13 sometimes happens usually in long projects with many cuts, in my case MPEG2 video.
What do I do to correct, save and reopen the project, works for me.

I also recall other things mentioned but Search comes up empty for some reason. You have a AMD and not a nVidia card so this link may not be relevant to you.
I saw the post borgus1 shows different from what I had at the time.
I could choose between WMR7 and WMR9 and made a difference in iamgem the preview in the timeline.
These regedit just have WMR9 and move 9 to 7 makes no difference.
I think WMR7 been disabled by Windows update or Cyberlink.
A search for HDC did not return anything to WMR7.

From this discussion I drew some conclusions, it seems PD13 even have a coding error, I always got FullHD videos interlaced, this video posted by blasiusxx (Progressive) let me see clear a shaky problem that is already shown in the preview timeline and seems to prevail after the rendered video.
Example: video soft touches directly from media library, already from the time hà flicker line.
Here I achieved good results producing the same profile of the original video.
Also in interlaced mode FR up to 59.94, still curious that the file has the same size as the other produced with FR 29.97.
I do not remember well that PD version, in Regedit I could switch between WMR9 and WMR7 in line Video Rendered.
At that time for me to WMR7 it was better to preview the image of the timeline and perhaps also for the produced video.
I do not have this option, only WMR9 this available.
Does anyone have any idea about WMR9 x WMR7

I updated beta PD13 v2822 worked well until yesterday 05/05/15.
Again the problem I had with the previous beta.
Open project takes too long to load, add file on the timeline as well.
SVRT Information remains impractical for projects with many files.
05/08/2015 retry the same
Maybe be so with my PC.
The fact is that return to the V2604 version and works standard.

Geforce GTX960 Tested Preview.
No Flickering at all anymore.
I didn't see it in the Preview, and it isn't in the Created Disc Files. It does not matter if 1080 60p or 60i.
Just not to let doubt the difference between "P" and "I" is only seen after produced the video or BD.
In the preview edition is just a sample that has no relation to the final quality. (video not yet rendered)

The way I imagine you are doing.
Created a folder for your project "name xxxx" inside have other folders with video songs photos etc ...
Saved your project file within the "xxxx name" folder.
Copied or transferred this "xxxx name" folder to another PC.
Open the project, look for the 1st file not found, PD13 load the 1st file and everything.

Open the project to not find the 1st file, PD13 will ask if you want to search or ignore, choose look point to new location this your file, all other files should load automatically.
I'm assuming that has exactly the same folder structure and files in 2 PC's.
Another option, making Pack Project Materials ...
All material and packed in a folder, can be taken to another PC, the USB stick, DVD or other medium.

Currently I avoid download demanding an intermediate Software for download.
Mild I know is safe as CyberLink_PowerDirector_Downloader
My MediaInfo v0.7.73 was installed by K-Lite Codec Pack.
I always look for the official website or other that allows me to directly download without Downloadr's malicious.

My signature PC, PD13 = Open CL and H-Decoder = ON
Your original video is progressive.
SVRT chosen profile, 1920x1080 / 60P (28 Mbps)
I checked your rendered file:
1 - Used profile 1920x1080 60i (16 Mbps).
2 - This profile generates a file 29.97 FR (30i)
Are two differences from the original video..
test here;
Profile: 1920x1080 / 60P (28 Mbps) good results here
Profile: 1920x1080 / 60i (16 Mbps) results flicker.
HE on, gets worse..
Profile: 1920x1080 / 60i (16 Mbps) modified to FR 59.94 was good

Thanks for the information so I won't start to import photos from a camera the way you do.
I have received videos in card, it is common to repeat the numbers in this case I create folders for each card, 1 card (folder 1) etc ...But this is not my case.
I create small projects based on the previous project to take advantage of what is repeated as background video, effects and music.
I could always use the same model, but to take advantage of small changes I prefer to use as a base but recent projects.
The why rename folder:
1 - My base design, this in a folder, named "XXX".
2 - I open the folder project "XXX" and save in new folder "YYY"
3 - Rename the "XXX" folder to type "#XXX"
4 - Open the folder project "YYY"
PD13 will still look for the "XXX" folder not find it, and asks if I want to look for.
Then redirect to the "YYY"
That most of the time already contains all the material that will be replaced with the same name and or number.
I can also search each file one by one smoothly.
The reason for doing this way, only stalling.
When I talked entrontrei 19 photos 002.jpg because I have 19 different projects, still stored on my PC.

Solved in part.The confusion was the fact of using a project as a basis for new project, add new pictures, and in the end show pictures of a 3rd project (not what I used as base).
Today I reopen the project still had the error.
I did the simple thing but I should have done before.
Put in the pursuit of explorer 002 showed me 19 files, selected the file in question / properties, finding the folder and renaming, solved this case.

HD DVD is not the same as DVD-Video.
I have done with DVD bitrate CVBR 9 ~ 9.5 Kbps. never had problems.
DVD with this high birate I do in other sofware, PD is limited to 8 Kbps bitrate.
The case of your DVD is 3.5 kbps bitrate, perhaps has to do with the original video.
I already got videos in HD 1280x720 with 2.8 Kbps bitrate.
Determined Camcorder Sony does it.
If you post a small original video can check here, and try some solution.

When I produced my files I put in the average bitrate at 5700 and Maximum bitrate at 6000... But when I view a test dvd I made, it shows average bitrate at 3500... Also.
PD does things we do not understand well.
what is the difference between CBR and CVBR in "produce"?
CVBR technically should apply lower bitrate overall, and parties that the image has more details can achieve the highest bitrate.
CBR, bit rate fixed for the entire video.
To try profile with CBR 5 Kbps.
bitrate, allows about 2 hours to DVD 4.7 Gb.
Why is it so much lower than what specified?
With CBR profile should not happen this.

Why did that happen?
The DVD-Video resolution the maximum 720x480 (NTSC).
In produce, MPEG2 DVD HQ, create a new profile only reducing 8Kbps bitrate for 6 Kbps.

Today I will give retry update v2822.
EKSVid My "guess" is that both have the same name - 002.jpg - and PD caches the thumbnail of the original image. Clearing PD files did not fix it for me - PD might be caching the info in the registry somehow.
I think you're right, the images can be saved in the Windows registry, I do not know how to handle it.
However PD13 should prioritize the images I pointed to the open project in PD12 always worked right.

Carl312 Things I would try, Thanks for your help.
1 - Minimize Powerdirector then restore it.
I closed and reopened PD, log off, rebooted the PC solved nothing.
Finally I opened the autosave project, is normal and then saved video.
After updated project, reopen and again the error.
To ensure I autosave copy of the original design.
2 - Save Project As, give new name.
Close Powerdirector, reload that project.
Yes it was the first thing I did
3 - Clear all of Powerdirector's temporary files.
Preferences > General tab, click Manually Delete.
Yes I cleaned the temporary folder manually, personal folder, displays all hidden files and delete just that I want.
Now about 6 hours later I checked the autosave, I have a different result, missing photos from PC appears in the timeline, but the preview and thus the video has the right images.
Note: I delete my projects and materials about two months after delivery, to free HD space.

Always used, small projects as a base to create new project, replacing photos, titles etc ...
In PD12 never had problems.
In PD13 sometimes show pictures of previous project on the timeline, but the final video is right.
This Project is all right in the library, the timeline and the saved file.
After saving project and reopen.
My Surprise, when saving to video file I have pictures from another project that is not even that I used based.
I searched for all workbooks and did not think the pictures, I thought of deletalas or renomer.
Is there something I do not know about?
Attached image shows one picture, but all were exchanged.
Note: I had to redo this post because the forum or chrome with this translate into my language automatically sometimes I do not understand.
