Getting color artifacts and skips in produced videos

Hello, new to the forums. I did some searching but I didn't find a topic addressing exactly what I'm dealing with, so I'm making a new thread. If there's a thread where my question is already answered, I'd love a link!

I'm using OBS (Open Broadcaster Software) to record myself playing a video game, League of Legends. I do some coaching and save replays for highlights, etc, with the goal of uploading them to youtube. OBS is recording at 60fps, and is outputing .MP4 files.

When I import a replay into PD13, and preview it from the Media Room, it seems to work fine. But when I add it to the timeline, I get a framerate conflict error message. For some reason, PD13 thinks that the replay was recorded at 58.82 fps (according to the clip properties; when I check the properties of the file in windows explorer, it shows at 60fps), and so it says there may be problems since the project framerate is 59.94fps.

Watching the clip from the timeline, the preview starts to show random color artifacts and skips around at intervals. It'll be fine for several minutes, then act up for a few minutes - random as far as I can tell.

Produced videos have the same problems. I've tried a couple different output methods - from the online tab, I've straight to Youtube using HD Quality 1280x720 and FULL HD Quality 1920x1080. I've also tried H.265HEVC at MPEG-4 1920x1080/30p (11Mbps). All the outputs have the same issues.

None of those methods have any sort of Fast Video Rendering activated. I did also try XAVC S at 1920x1080p/60p (27Mpbs) with Fast Video Rendering activated and had the same problems.

At this point I'm just not sure what the problem is. Please let me know what you need from me to help identify the issue. Here is a link to one of the youtube videos I mentioned above. One of the problem areas starts around 9:00 minutes in - it's subtle at first but then gets really bad for a bit. https://youtu.be/zVDki_0qCeo?t=9m1s

Any insight into what's going on here would be very helpful. I appreciate your time and expertise in advance!

I seem to always get that message but don't get the issues you are reporting.

Please tell us about your computer via dxdiag.exe. Part "B" here:

I'm not sure if the two are related, I just know that both are happening. In the reading I've done on this site it seems like sometimes the framerate error message is kind of a false positive? Or something not worth worrying about? Anyway, I don't know if it's related to the poor quality in produced videos.

I'll work on getting a clip of the original video, too.

Hi, "2".

I looked at the dxdiag.exe file and didn;t see anyhting that rally stands out. There are a lot of faults toward the bottom of the evaluation; so are related to graphics. Look up "PDUWICA" What I found was that some gaming devices may cause a problem - in your case it may be the OBS or the game itself. Can you uninstall it and then reininstall it - make sure your antivirus is off when you do it.

Are you capturing to your system drive -"C'? Is that other drive internal or USB connected? If your other drive drive is not a SSD, do you defrag it regularily?

What else do you have running during capture? Makes sure that nothign else that you don;t need is running - like e-mails and make sure your antivirus is not checking being written to your hard drive. You may want to disconnect from the internet and shut off your antivirus to eliminate that poterntial issue.

Perhaps other have better ideas.

Looking forwared to that 5 second or so clip.

I am running other things while capturing, but it's not the captured video that has issues, it's only after running it through PD13 that the problems arise. Would the things you mentioned still be causing problems if that's the case?

I don't have a great way to create a clip right now without using PD13, which seems to be causing the problems, so I just uploaded the original unedited file to Youtube. The link should take you to the correct place in the video, but it starts at 2:43:10 if not: https://youtu.be/-ruMgrwfdV8?t=2h43m10s

For reference, here's the link again to the same part of the video after running it through PD13: https://youtu.be/zVDki_0qCeo?t=9m52s

The unedited one is smooth and without issues as far as I can see. It's only after editing it in PD13 (and all I did was cut it down at add an intro and outro, nothing fancy) does it start to have issues.
