Perhaps my PC, updated and have the same problem we had with the previous Beta version that is open project, lock in 100% need to use Ctrl + Alt + Del to exit.
Also a new instalation, updated to v2907 the same.

The way I do, first make sure I SVRT that will connect a compatible profile.
Split the long video in two or more pieces, selected with yellow sliding, the first part, Produce Range button to save profile obtained with SVRT, quick process (not the video rendering) saved video part 1.
Repeat to part 2 and 3.
Now edit Part 1 Project 1 save, edit, Part 2, Save Project 2, edit part 3, Save Project 3.
To save video 3 projects at once.
Open Project, Project 3,
Insert Project, Project 2
Insert Project, Project 1
Note the seams between 1,2,3 is needed transition.
Next to Produce, save to video file of your choice.

Besides the Cyberlink PD13, you must also install the packages that came with the sofware, Premium and Etentiales.

Open from, File \ Recent files.

In your case I would try a new PD13 installation.
Do not uninstall PD13, install the purchased version, will ask if you want to uninstall confirm and continue.
If your version PD is earlier v2604, update.

After reading your post I checked here in interlaced mode, this well.
Error, only in Progressive mode.
I checked in PD12 also does the same for 59,94P or 60P

Here I think all effects particle is accelerated when I saved video profile with 59.94 frame rate.
Including Title containing particles, the example video I posted.
Note: In the timeline this right after rendering is showing the problem.

I had to render videos with 59.94 or 60 FTP - Only Progressive mode, I came across this problem.
I have doubt it is PD13 or my PC.
Has anyone had this, effect particles are accelerated after rendered ?

When I installed new video card (signature) I realized that Win7 / 64 automticamente install the video card (hardware).
It worked, but I wanted to make sure you have installed the drivers atualizadoas AMD.
The last update (amd-catalyst-omega-14:12-with-dotnet45 ...) has no option to uninstall the drivers, used the installation CD, uninstall the drivers restarted the PC, win7 install the card as usual, uninstalled the Device Manager, win7 installed as standard VGA video, installed the update (amd-catalyst-omega-14:12-with-dotnet45 ...)
It works well so far.
When PD13 this video rendering CPU will (95%) consider normal, when I active HE in Produce CPU will (20%)
I have no problem in both crashes.

Going back to Nvidia driver level 337.88 allowed both PD12 and PD13 to recognize the CUDA hardware acceleration. Thanks the good news, and for which I thank you very much! The bad news is in PD13 the CUDA is only recognized for H.264/AVC, not for H.265/HEVC. Call me a dreamer, but maybe someday CyberLink and Nvidia will get together and allow us to exploit hardware rendoring for all common video formats.
I do not know nvidia, but in my case ATI video + CPU 8 colors, rendering CPU (95%) is slightly faster in some formats.
HA releases on CPU usage (20%) for those who do several jobs at once can be useful.

You will use the Produce Range tool to save video only the selected part on the timeline.

As far as I know PD not does this for video, but yes for photos.
Suggestion, add photos to the timeline select all, adjust the time.
Now drag one video on one photo, select Replace.
The video will fit into the time of the picture.
You will have to do one by one for each video.

I know this bug PD13 sometimes happens usually in long projects with many cuts, in my case MPEG2 video.
What do I do to correct, save and reopen the project, works for me.
