What format is the produced video ? Are you sure that you are trying to upload/import the video and not just the files used in the project?

Why capture? If it is a hard drive camcorder, simply COPY the video to a folder on your computer. Saves time and quality?

That is pretty advanced and probably not easy to achieve. How much do you want to spend? Take a look at Vasco da Gamma (here). Is that what you want for your video?

The latest commercial version of PowerDirector 12 has the "4210" build from June 2015. There are two versions Ultra and Ultimate.
Your build (4601) indicates that it is not the commercial version. It is probably an OEM. Best Buy may have been offering it for sale although they were not supposed to. Are you sure you didn't get it with some hardware - burner/memory/etc.?
OEM versions cannot be updated but you may be able to get a discount on an upgrade. Look for sales on the Cyberlink site.
In any case, you do not have a version that has that speed capabilities. and cannot be updated.

I just checked my version of 12 and video speed was there under the power tools. Have you added the video to the timeline and selected it? I have 5 options under PowerTools.
What level of PowerDirector 12 do you have? Did you buy it or did it come with a piece of hardware (an OEM version)? OEMs often have features removed to teasing you in to buying a full commercal version.

Are you just trying to burn the packed files? How large is it? That low memory may be not a comment on your computer specs.
If you are burning the a video, have you tried burning that video to a video file first (mpg2)?
Please confirm that you have completed these suggested "fixes".
How long (time) is the video are you trying to burn? Is there a menu?

James, I know that this doesn't answer your question fully but it might help.

However, what do you expect to get using the card over the built in graphics.
If you have a newer computer or CPU, the GPUs are very good and deliver capabilities that rival or exceed some of the nVidia card's performance.

SARA_3, please start your own thread. This one is years old and the original poster never came back to answer the questions (or found the answer in one of the questions).
You may have the same symptom but you don't have the same illness because you have a different version of the program, perhaps a different video format and a different computer. Please repost with the level of PowerDirector 14 and the specs on your computer via dxdiag.exe. What video format are you using (mpg2, mp4, mov, etc)?
Version and dxdiag information here when you do post in a new thread.

Is your computer up to date? Did you try shutting down your antivirus (disconnected from the Internet)?
Please post your Windows dxdiag.exe file so we can see what you are working with. Normally laptops do not have the processing power to do mmuch with video editing.

Hi Joe, You may get better answers if you had posted in the part of the forum for the program version you are using. Currently you posted this in the PowerDVD part of the forum. PowerDVD is a player. You want one of the PowerDirector forums.
In the meantime, look at this tutorial There are a lot of good tutorials in the Learning Center.

Did you install the program to somewhere other than the system drive? The program may be looking for it there if you did; of course it would be on the drive where you installed it and not on the system drive.

Make sure you are disconnected from the Internet and have turned off your Antivirus. Install on your system drive unless you have a good reason to not install it there.
Please post your Windows dxdiag.exe file so we can see anything that doesn't look correct. I'll assume that your operating system is up to date and that you have not done any custom installs or appliied limits.
Do you get the message about mp4 and mov files with ALL mp4 and mov files? Where did you get the files? The program only supports mov files that are H264.
