In PD. Frame rate no matter when this editing, when you save your project, in video file (Produce) there you will choose the output profile, has many ready profiles and can also create custom profile.

The way but easy to do what you want. in my view.
Add in the timeline, video 1, track 1, track 2 in the video 2.
Click on the video track 2 to select.
Note that the preview on the small screen appears white balls on each side of the image, click on it, hold and drag to change the image size.
Click the middle of the image hold and drag to the desired position.
At this point you own a Pip.
Doing the same for the video track 1, you can have two videos side by side.
To facilitate positioning, and resizing, enable the grid lines, see the image.

You are not alone, with me already happened a few times, by chance had today, project was already ready, video file, MPEG2 (SD).
Just realized because of the video did not activate SVRT, just clip that was desvincludado audio / video.
The solution was to add and edit the clip again.

Assuming already checked Intelligent SVRT.
And if you want a bit rate of less than 3 Kbps for a profile MP4 (HD).
You can create a new profile MP4, and then edit the profile, the file "Profile.ini"
Location: "hidden folder" C: \ Users \ "name your PC" \ AppData \ Roaming \ CyberLink \ PowerDirector \ 13.0
If you know can do, I recommend making a copy of Profile.ini file for security

I have recorded multiple episodes of some show from my STB. STB periodically inserts a serial no in a rectangular box in the video at many points. I want to join all the clips (trimming some portion of clips, masking that serial no). Currently I have created gif image with rectangular black bar mask with transparency in other portion except the rectangular one and insert it in the time line for required duration. But here are the problems with this method.
1. Serial No box is displayed many times at many different locations. It is very painful to create different masks for many many different random locations in the image editor(GIMP) by taking snapshot, opening in Gimp to create mask.
I am comfortable with scripting. Is it possible to do some kind of scripting (VBA, C#, C++) to automate this process in PD itself ? Does PD supports scripting ?
2. If at some point in time I insert new clips before the clips already in timeline, crossfade, change clip duration, then real problem starts. I have to readjust each and every mask position in timeline.
PD should have supported multiple PDS files in a same project so that every mask position is anchored relative to individual clip rather than to the entire movie. Is it possible to anchor the mask position wrt to start of untrimmed individual video clips so that the mask position remains at desired position even if I trim some portion of the clip from starting position or insert some other video clip before it(apply other things like trimming, changing duration, crossfade etc on inserted clip) ?

As far as I know, PD13 does not have the recusro to track one or more objects in a video.
If I presiso do what you describe, the first thought was to add rectangles images that will cover or disguise the objects (I assume this in a static position each)
one rectangle on each track, each for a specific position.
All set for the 1st clip, Select all images (masks), the right click ,Copy.
To the next clip, righr click, Paste , adjustments and advance to the next clip.
With this method may make an adjustment along the clip if necessary.
You can also save this as a project for later use.
In this case will use the option, INCERT project, the main project.

Normal when adjusting something on a track, everything moves like to keep the positions.
In the case of Overlap transition if you do not want to move other track, the way and lock, click the lock to the left of the track to lock during editing.

Try to create it as a 48k WAV... Nope.
Use the CyberLink WaveEditor directly from PD to cut out the 4s piece we want... Nope.
Start new blank project, place (any of!) the 4s piece... works fine. Every time.
Ok, so the intro project is wrecked; no biggie. Recreate it from scratch. Place 4s music passage. NOPE.
So... what is (or could be) causing this odd behavior?
(Note: this is all in preview mode, too!)
I think the problem is common in PD, so you get used to it.
text block, especially credits, some particle effects and some transitions causes hiccups in audio, happens in the preview after rendered this well.
You can check by turning off the track, text, and or effects.
It happens here and see that my PC is not weak.

My suggestion, reduce quality of the preview.
Upgrade to version 2408 or 2528 beta, case for previous version.

I think PD13, does not have this option Cross Fade.
I think it would have to overlay a video on another, using another track and apply the fade out (audio) Video 1 Video In and fade (audio) video 2.
A technically wrong option but can be used in some cases.
Unlink audio video clip 1 and 2, select only the audio clip, hold the Ctrl key, take the right edge of the clip 1, drag to lengthen the time equivalete the transition.
Now overlap and apply only to the audio crossfade.
It is complicated but can be made depending on the time of each clip should not notice any lack of synchronism.

Put the cursor at the beginning of the clip's audio track and adjust the volume and then put the cursor at the end of the clip and adjust the volume there.
This we know.
Talves I'm not sabembo a practical way to go to the end of the clip quickly, besides other little things.
The way that works for only audio is quite easy, Stop on the clip, cursor goes to the beginning of the clip, adjust volume, control room, the entire line of audio rises evenly, after releasing the button.
Sometimes need to give, Restore to original volume level, first to work.

Volume audio clip, rises evenly.
For video file only goes up in the position that the cursor is.
For video file, I need to unlink video from audio.
It would help if PD already does this automatically.

I see your video with Plug In, but not save to my PC, only purchasing QuickTime Pro.
I do not have Dropbox installed.
If you post your original video on a website as http://www.4shared.com/ or similar, this does not convert the video, only stores the file.
So we could download and try to check precisely what is occurring.
Obs: Maybe you should zip the file to the upload site does not recognize as video, and convert to another standard as does the Youtube.

I do not know everything but I have some guesses about some of your problems.
1 - PD12 automatically unlinks the audio and video of certain clips.
This is a problem that insists disturb us but already was worse.
Usually happens after save a project and reopen the next day.
2 - "Media Source Error (Error Code2)"
This message means that an effect is not present or is corrupted, or a video that PD does not have an appropriate decoder.
3 - I switched over to a 64gb SDXC card.
64 GB SSD I think, little, judging that PD uses HD C for many work files, and working with video or HD FullHD.
4 - the project stops at the beginning of the credits. It freezes for several seconds.
This problem has already been discussed and still unresolved, the more text and more time is worse, but it is only in the preview after the rendered video is good.
5 - he problem is that when I add an effect, the video blinks in and out.
This I think I did not understand well.
I had similar problems (talves) when he had, Harware Acceleration enabled in the settings.
Currently updated ATI AMD Catalyst look good.

I do not work with AVI DV, I know it "Scan type: "Interlaced
Scan order: Bottom Field First ".
PD does not allow make a profile, Bottom Field First, but Intelligent SVRT can do.
Profile created by SVRT works for ".VOB files" (MPEG2) 720x480i "Bottom Field First", from miniDV tape, DVD-VR captured by DVD Recorder.
Note: A profile created by SVRT "Bottom Field First" if modified only allows, Progressive or Top fild First.

See if you can use SVRT is the best.
In Produce click the Intelligent SVRT button, the existing profile is selected or created one based on video whenever possible.
Some veses we create profiles to find one that will connect SVRT.
(Must video formats SVRT will not work)
Any profile that requires rendering will be lost.
To reduce the loss use birate highest possible.
If you want to post a small video as a sample here, I and other members of the forum can do testing to try to help.

Whenever possible use Intelligent SVRT, if enabled your video will be saved in the same pattern of origin, as if just copied.
rendering only where there is editing, effects, text etc ...
If there is a profile that will connect SVRT you can try to create personal profile based on the original video of preference.
If you are creating a DVD-Video will be great loss of quality even use the DVD HQ quality is the best.

I can not confirm now as my PD13, open 10 projects and shows everything perfect.

Para PD, eu tenho que mover clips para fora do caminho, para que o clipe eu quero inserir ter espaço suficiente para ser lançada sobre a linha do tempo, sem interferências. Então, eu posso crossfade-lo para o clipe do lado esquerdo, e então eu posso começar a mover os clipes do lado direito sobre a serem crossfaded. Isso me deixa doida. Eu sinto que eu tenho que estar faltando alguma coisa também.
For this case use the Fade transition that does the same and you can choose between Cross or Overlap
