How to produce a smaller file?

I have an .mp4 file that is 25 minutes long, 1280x720, 372kbps bit rate at 15 frames per second. I loaded this into PD and cut out about 4 minutes of video. I'm now trying to produce a new mp4 file and for the life of me I can't figure out how to make a small file! The original file is 69MB. I can't seem to select or create an output mp4 profile that creates anything less than over 100MB! What am I doing wrong? How does cutting out 4 minutes of video make the file larger?

Assuming already checked Intelligent SVRT.

And if you want a bit rate of less than 3 Kbps for a profile MP4 (HD).

You can create a new profile MP4, and then edit the profile, the file "Profile.ini"
Location: "hidden folder" C: \ Users \ "name your PC" \ AppData \ Roaming \ CyberLink \ PowerDirector \ 13.0
If you know can do, I recommend making a copy of Profile.ini file for security
Editor, Notepad, or better, NotePad ++

try the function" SVRT"

or

in the encoding options, choose H264,
created a new profile with the same parameter as the original file ( or with a smaller kbps )
