Being a contributor user here for a long time, I have seen many guys like you love making things aggresive and nasty just because you have received certain issues that others didn't after you purchased the program with couple bucks.
For the prorgram issue you got, if the problem got resolved temporarily after adjusted some settings on Windows, then broke the other day, it is suspected that the issue might not be caused by cyberlink youcam but something else on your PC as youcam doesn't change a bit or update the program recently.
If it is the case, who should be blamed?

Blu-ray movie's audio is also DRM protected.
I don't think you can add lots of custom adjustments on the audio part successfully out of the software player.
Don't even try to alternate the video or the audio configuration while the DRM content is exactly playing. It will corrupt the DRM status.
I believe the exclusive mode you see in the powerdvd is WASAPI mode. No need to turn it on in most of situations.
Which speaker set is connected to your PC, 5.1 channel or 7.1 channel?
What is your audio connection type? (ie S/PDIF, AUX, HDMI, etc.)
As you mentioned that no sound is played at the side speakers (nearly mute), I suggest you un-tick the truetheater audio enhancement on the truetheater panel (it is at where you disable the TrueTheater video effects), and then check the audio playback condition in powerdvd.

poewrdvd's library does not hold your photo or music files actually otherwise you will need double storage space on your local hard drive to save media files from network drive after every import. the library would just create virtual links to your files after import.
If your files were on network drive but the connection has ever reset or lost once, it is expected the imported files will get lost in the library. And, if the drive letter changed on NAS (ie D:\ changed to E:\) in the window file explorer, the file mapping will drop in powerdvd library as well because the file paths have changed.
Map your network drive in Windows file explorer first to get a virtual drive letter before importing any files to powerdvd media library.
Re-import the photo or music files from scratch again.

My Application Manager works fine after installed so far.
Here are some ideas for you to check out:
1. Do you install any antivirus or security program that might possibly block the process of application manager?
Try and add application manager to those programs exclsusion list, and then check the launch again.
2. Do you install any overclocking-related programs to accelerate your GPU or RAM?
It might cause some program cannot launch at all as it is some sort of hacking on fundamental graphic processing on the desktop.
3. Have your ever modified your hosts file on Windows to re-route the network connection from cyberlink to other sites instead?
Check whether your hosts file is clean or not per this guide:

Clear out all the re-routing in the hosts file and save, try the launch again after reboot Windows.

I think it is not able to disable. But, it won't prompt unless the AACS key is not the latest one on your PC, which the old one can only play earlier-released Blu-ray movies.
And, it won't prompt up unless you run a Blu-ray movie playback.

I know you won't like this, but when people have had intractable issues and were willing to do a full reinstall of Windows, PD worked properly in all but one case that I'm aware of. Being brand new only means it came configured the way Acer wanted it to, and there are many times when vendor-supplied apps and settings have interfered with programs the user wants or needs to run.
I don't know how willing you might be to try this, but if you made a system image of your laptop right now (using free software like Macrium) and verified that you could restore it if needed, you could do a clean install of Win10 on your laptop and PD will run smoothly.

If most of other user's platforms do not receive the same issue when editing the same files and project, it is reasonable to assume that the status of your Windows system is not flawless, and there could be some unknown issues in the system already.
I believe your ultimate goal is to edit your videos in PD successfully.
The direct and quickest solution is to reinstall Windows from scratch.
Novice users might need some IT guys to do the favor decades ago, but it's not that difficult to reinstall Windows nowadays.
A brand new PC might probably mean you haven't added lots of custom settings on the platform yet.
And, the reinstallation of Windows 10 can be shortly done within an hour on a new platform.

Install powerdvd 20 again and wait for it for 2 hours or more, and see if the installation eventually accomplishes.
It seems on some Windows 10 platforms, the installation would hang when setup certain software components in the final phase.

It is not about the monitor.
If your GPU, which is in charge of the video output to external monitor, is the NVIDIA one, 4K Blu-ray playback is not supported on your setup.

Ultra HD Blu-ray is such an annoying junk if you would like to play it on PC platform without DRM cracking.
The Hollywood companies don't like users to play 4K blu-rays on PC platform as all the cracked piracy contents came out since they became playable on PC.

According to your DxDiag, your laptop's main GPU is nvidia and no Intel video output interface exists.
It presents the video output function of your Intel CPU hardware has been disabled by the laptop manufacturer on its motherboard.
I've never seen a laptop can re-enable the Intel video output of the CPU by a formal SW configuration way if the output has been turned off in factory before it ships to market.
In my view, it is common that the Intel video output function got "removed" (completely disabled) on a gaming-oriented laptop as the platform has already installed with a powerful and discrete nvidia GPU for gaming.

Delete the files inside your Windows user folder > .cache > youtube-dl > youtube-sigfuncs.
For example:
C:\Users\ QC2.0 (Your username to sign in Windows) \.cache\youtube-dl\youtube-sigfuncs
Re-launch powerdvd. It might fix the problem that unable to pin video temporarily.

Ultra HD Blu-ray is NOT supported on NVIDIA GPU no matter how powerful it is.
4K video file does NOT have DRM protection like Ultra HD Blu-ray. Your NVIDIA GPU might have the capacity to play a 4K video file, but does not mean that it has the DRM compatiblity with "Ultra HD Blu-ray".
Their requirements have clarified the compatibility already. Don't trying to ignore it. Ignoring it won't make your laptop become compatible with playing Utlra HD Blu-ray discs unless you cracking the DRM of it.
Don't waste your time if your laptop has only one "NVIDIA" GPU, or the NVIDIA GPU is the main GPU to power the laptop screen.
Advanced protected video/audio path won't pass on a platform if it is installed with NVIDIA GPU.

Your laptop might use the Intel graphics as the main GPU for display but not the NVIDIA one.
Did you use your laptop screen to play bluray or you plugged an external monitor?
Unplug your external monitor, and use your built-in laptop screen to check the blu-ray playback.
If it doesn't help, contact cyberlink support.

It seems the option just does not show in powerdvd 20 by default as they are encouraging users to use their new media library sharing feature instead. You may enable it by the following steps:
Go to powerdvd settings > Preferences > UI Customization > Media Panel page.
Select the "DLNA devices" option to enable the display on powerdvd's Media Panel.

I guess you are trying use discrete NVIDIA or AMD GPU on your platform.
Your high end NVIDIA GPU or AMD GPU is not comaptible with 4K Blu-ray no matter how powerful or expensive they are.

If your video disc folder is a perfect but not corrupted one, I suggest you import the root/parent folder on top of your video disc folder to the library, and check if the movies come up in to your movie library after imported.
(e.g. Import the "ABC" folder from ABC\MOVIE_NAME\VIDEO_TS path)

To use the sharing on home network feature, you need to sign in a Cyberlink account to start the sharing.
The account you signed in for media library sharing requires CyberLink Cloud strorage redeem. After the account got redeem, you can continue your sharing without CyberLink Cloud. The redeem is free for Ultra edition users.
This is my testing result, FYI.
I think this sign-in step is for further playback on a standalone web browser that the webapge requries an sign in first no matter you use the CyberLink Cloud feature or not.
