Several things you could do.
Put the tittle on a background that is a color far away from it. Produce that and re import it. Chroma key the background Then you can use it as a PIP video.
You could also type the tittle in an external image editor then use it as a PIP object, just put it on a transparent background.
And finally you can adjust the duration of the entrance stay and exit of a tittle when an effect is applied to it.

I agree with Barry and Kevin. It would be best with a Green Screen. Because other wise youll have to use a still image and with that the effect dosn't look as good.
Ofcourse you could also do it with a custom mask on a video with the effect applied to it. But because its a mask youll have to change shots each time you want the subject to move positions.
For example you could do a wide shot with the subject standing still and screaming that they're starting to melt. (The custom mask would only effect the person. Just put that in track 2 and the same im track 1 with the inverse of that mask.) then switch to an overhead shot and use a resized image to show a distored melted person. Have a png of just this image on a shot of the ground with out this.
For the video of shot 1 you could use a water flow or some sort of triangle stretch effect. And you could use a water ripple effect for the image in the second shot.

When you put a video/ particle effect etc. in a higher number track the lower numbers wont show. Unless you either resize the item on the higher track or lower the opacity so it's partially see through. You can also use a mask.
All of these items are available in the PIP editor which you can acses by clicking on the clip then clicking modify.
As for lengthening a clip by dragging, you can lengthen the duration of pictures and effects but not videos.

Do you want somemone to melt standing up or just kind of rippling in water?
You can always try adding effects (PD has some effects in there effects room that might work) and using a custom mask.
I'll try and make a video trying this effect.

I think this is what your wondering.
Click on the template you want on the left (looking at your screen shot) then click the modify option. From there you can edit text, buttons, etc. When you're done click SAVE or OK and it will create a new modified template that you can use. From there click it again and click Apply or Apply to all pages if that's what you want.

When i click on the Download from DZ button in PD it opens fine but when i try to drag or right click and add an effect to the timeline it shows this: And never does anything.

Your tips are usefull, and your right about PIP tracks, they're in PD9. They're just listed as normal video tracks that you can place tittles, pip etc in.

I decided just to make my own Papaer Airplane PIP from a screen shot of the transition.

Welcome to the forums!
Heres one way to do it:
Take the original file with the 18 min video and slip it into 2 parts that will upload to youtube. Delete the first half then click Save As, under file, and save part 2 as a different file. Then either click undo, or reopen the original, but get back to where you had the full video. Split it at the same part and save the first half. Then upload them to youtube.

You could try producing it as a different file type, too see if that makes a difference. Also, where did you put the audio files. (What tracks)?

For me SS tracks do that alot, or they wont play through, but there fine in the produced file.

Though doing it as a PIP object is a great solution.

I am in the right Aspect Ratio, but i can not find a refresh button.
NOTE: This is happening with All templates, PIP, tittle etc. But For dvd menus one will show up but when i open up another it replaces the first one.
Even after clicking UBLOCK in properties.

In the audio level room, is the volume of that track all the way down?

If you add more photos it will extend the duration, you could also reduce the speed with PD's power tools.

Produce your project and see if it effects it. Because it might just happen in preview.
