You can disable this on Windows start up.

Run - Type "msconfig" - Startup tab

Just uncheck it and restart.
It might not work for mp3 since it's on a different file format. But try to wait for a while, you should be able to get an official response regarding this.
Scenario:

If you deleted it last Nov 15, 2013, then look for a restoration point earlier than Nov 15. If not are available, you in tough luck.

This is usually a bad or damaged disk. Try using another one or a new one. It also depends if the DVD reader is compatible for your disk.
Which version of PowerDirector did it start to have this feature available please?
Hi Dubey, did disabling HW encode fixed this for you? It did for me.
I couldn't reproduce this. Can you please post some screen shots if you're still having this issue?
