Probably.
You would have to experiment to see if you can get an improvement. How good the Video looks is very subjective.

I see in Screenshot 05.png that you have the resize filter set to Bilinear (Very Soft), that setting may take out a bit of noise in the video, at the cost of smoothing the image (smearing). Maybe a different filter may look better.

Screenshot 03.png, your bit rate is a little low, increasing the bit rate will improve the video. at the cost of a larger file. In comparison, a commercial DVD's bit rate is about 8000-9000 Kbps.

Otherwise I don't see anything wrong with your choices.

1. Support for 23 fps. In the eighth version while importing video into the program with 23 fps and dropping it on the timeline, you can see every second of braking. Also you can not save the result with 23 fps.
2. Ability to select multiple tracks in the timeline with clamping and dragging the mouse.
3. Ability to cut black borders top and bottom around the video.
4. Ability to save the result in Xvid compression.
5. Smooth movement of the slider on the timeline during playback.

I installed the codec DivX. Now my PowerDirector 8 can encode video in this format. But why I can not choose a FPS and audio codec (need mp3)? Screenshot:

With the program tsMuxeR 1.10.6 created a file with the extension *.m2ts from BD-Remux movie. In PowerDirector 8 cut a couple of scenes. I press play and see the brake when moving from one scene to another My PC configuration:

Reinstall Windows> install PD8 and try to open the MKV. PD8 does not open MKV!
