Is it possible to desync video/audio after saving in DivX? Settings:

Conspicuously, MediaInfo says: Interleave, duration: 998 ms (24.94 video frames)

In your second image, I see the sound is set to 44,100 Hz.

Video sound should be set to 48,000 Hz.

One other person in this forum had that sound sync problem.
Problem solved with 48,000 Hz audio.

Another question. Looking at my screenshots you can say that I have installed the maximum possible quality?

Probably.
You would have to experiment to see if you can get an improvement. How good the Video looks is very subjective.

I see in Screenshot 05.png that you have the resize filter set to Bilinear (Very Soft), that setting may take out a bit of noise in the video, at the cost of smoothing the image (smearing). Maybe a different filter may look better.

Screenshot 03.png, your bit rate is a little low, increasing the bit rate will improve the video. at the cost of a larger file. In comparison, a commercial DVD's bit rate is about 8000-9000 Kbps.

Otherwise I don't see anything wrong with your choices.

Interleave, duration has to do with the encoding of the video and audio into a single stream.

The closest answer I could find quickly is:
http://en.wikipedia.org/wiki/I-Frame_Delay

998 ms seems to be pretty much in the ball park of standard. It is affected by the frame rate and the encoder used and complicated math.

Not a factor you have any control over. Carl312: Windows 10 64-bit 8 GB RAM,AMD Phenom II X4 965 3.4 GHz,ATI Radeon HD 5770 1GB,240GB SSD,two 1TB HDs.
