Resolved:
Bought a good quality USB 2.0 Blu-Ray drive and 12 Monkeys TV Series plays back perfectly. Noting the PowerDVD audio enhancements give a truly cinematic feel. Happy customer here

You could install it on to the PC you are building and see if it activates. If it doesn't contact technical support on this site.
Hope this helps.

Hi d_mat,
Thanks for the heads up. I've got W10 with Catalyst 15.7.1
now. I'm still getting severe stuttering with video enhancements switched on but switching that off it works fine.
Not tried connecting a TV so sorry can't help. I'm connecting a 23 inch Widescreen Full HD Monitor via HDMI with HDCP and that's working fine.

Hi,
I updated my AMD graphics driver to the latest one, Catalyst 15.7 and I get severe stuttering with TrueTheater video enhancements enabled when playing Blu-Rays. Yes, turning off video enhancements and enabling hardware acceleration resolves the stuttering.
To be honest, the picture still looks very good. I will be upgrading to Windows 10 in a couple of days when it is released and then there will be an official Windows 10 graphics driver made available by AMD, or so I believe. It will be interesting to see if that resolves the issue for us.

Thanks for that informative and helpful feedback about the driver issue d_mat.
Just a note Catalyst 15.7 is the only version of the AMD graphics driver I know of that is compatible with Windows 10, so if you are going to upgrade Windows you might need this latest driver.
Thanks again.

Yes, I upgraded my AMD graphics driver to 15.7 and got heavy stuttering too. Like you I turned off TrueTheater Video Enhancement and now it works fine. I made sure I had hardware acceleration switched on after turning off video enhancement.
I wonder which product is not working correctly? PowerDVD or the driver.

I had severe stuttering on PowerDVD 15 Ultra when I upgraded my graphics driver.
Turn off TrueTheater video enhancements. Make sure you enable hardware acceleration. I did that now PowerDVD plays Blu-Rays as smooth as ever. And looks awesome.

Update:
Updated to build 1804 - same problem.
Tried another couple of titles 'Interstellar' and 'Ex Machina' and they work perfectly with PowerDVD! Awesome quality.
Bought a third copy of 12 Monkeys TV Series doesn't work.
Bought another manufacturer's Blu-Ray player and didn't work for 12 Monkeys either.
Does this mean 3 different copies of 12 Monkeys TV Series are all faulty? So, did an internet search and couldn't see anyone else having the same problem with this title.

Hi all, hope you can help! I've been really looking forward to watching this Blu-Ray title.
The detailed issue description:
Regular multi-coloured blocky pixelation distorting large portions of the screen on standard Blu-Ray playback (not a 3D Blu-Ray). Sometimes frames are dropped too.
The title is ‘12 Monkeys’ (TV Series) Season One. Region of the Blu-Ray is United Kingdom's region.
I tried all 3 discs of the title and then a second copy of the title and they all had the same problem.
I have used PC-Doctor software to self-test and Blu-ray test the optical drive and all tests were passed.
So I am sure that my discs are not faulty and that the Blu-Ray data is getting to the OS intact.
