Thanks very much for the recording. I don't see any problems when dragging the scrubber over here, and it might help if you simply stopped once in a while and hit the spacebar or clicked Play to let PD start previewing the clip. Repeat as necessary to find the exact location.
You also may want to check the settings for OpenCL and hardware acceleration under Preferences, as well as to lower your preview quality to HD Resolution to see if any of those make a difference.
The scrubber moves, but the image doesn't move with it. this is what it should look like and what it did look like before the update

It only sort of works when I put the timeline preview quality to "Normal", butthen it is just a useless pixelated mess and I still can't see what I'm doing.

You don't give us very much to go on, and it would be great if you'd follow the steps in the Read Me Before Posting stucky thread and attach the DxDiag results. It would also help if you made a screen recording showing exactly what the problem looks like, as sometimes that will contain significant clues.
You might also consider packing the project and uploading it to a cloud folder and pastng the link here so other people can test your exact project. Obviously, don't do that if you're not comnfortable sharing those source clips, but the more specifics you can provide, the better the chances are that other forum members can help.
Here is a screen recording of the problem https://app.box.com/s/3aedurz5m8tb0m1acc7etkliwlxw96dm

Since the latest 365 update it is impossible to edit the tutorial thgat I have to upload in a few days. The image doesn't move when scrolling throughy the video making it impossible to find the right place to cut etc. Has anyone else had this problem? The "customer support" has been absolutely no help at all.,

The only way to use PowerDirector in any way that remains predictable and stable is to buy a perpetual license for a solid version. Dump 360. v16 (fully patched with HA turned off) is rock solid on every system I've ever installed it on. 17 mysteriously got notably slower, but still solid. I purchased v18 but I have absolutely no reason whatsoever to install it, and the last thing in the world I want is for it to automatically install itself through 365.
Bonus: Once you pay for a solid version with perpetual license, you don't keep having to pay for it. Nor are you "getting charged to be a perpetual beta tester" for the new versions they push out through 365.
When was v. 18 last updated? I wouldn't want to buy it now and find I have exactly the same problem and still can't do my work. At the moment I'm going to be forced to use a prehistoric version of Filmora to edit my video!

I just updated and now I can't do my work because it is so ridiculously slow! I can't scroll through the video to the frame I want because the image doesn't move although it scrolls through the audio.
