I checked with MediaInfo and it turns dvd shrink was changing framerate to 23.97fps not 29.97fps. Dvd Shrink only makes ISO Images and Vob. The only source that can be put into dvd shrink is dvd's. I did another test using another vob clip, opened PD7, rendered in mpeg2, same thing. But when i rendered in wmv, it played really smooth.
I then used mediaInfo, the wmv file has same framerate as the vob. file. I prefer to use mpeg2 to render in PowerDirector, because it has sharper picture than wmv, which is a little softer.
I used DVDShrink on my old computer and never had a problem with it, 29.97fps was used, not 23.97fps, I'm guessing its not stable on win7 or the program doesn't work well on win7 even though it runs fine. It is an older program, but it is said that it will run on win7.

My version of PD7 is 7.0.2611, not sure if if I have the full version though. It originally came pre-installed on my computer, then downloaded upgrade ver. 7. The vob file was ripped off a dvd, using dvd shrink and the frame is 29.97. And the project is sat at 29.97 also.
I cleaned my system using ccCleaner like you suggested, it cleaned lots of gunk files. Then I opned PD7 and did a test render a couple of times, same result.

Been having problems when using VOB. files, never had this issue before. Everytime I import a short vob. file to test, then I would then hit produce, pick mpeg2 output, then I select the HQ prest. Then I hit render, after the output render, I close the program, then I play it back in WM Player. Before the render output to Mpeg2, the VOB. file plays fine and smooth in Power Director. So when I play back the mpeg2 file, the video has short pauses or unsmooth playback. Tried other file types and are not affected. I even uninstalled the whole suite and reinstalled. Still, same result. I need help.

Windows 7 Home Premium 64Bit
Intel core 2 Duo 2.27 GHz
ATI Mobility Radeon HD 4650
4 GB Ram
Thinking about about getting another video editor program if I can't figure this out, like Roxio Creator 2010.

I am also having this problem. It's driving mad. I tried every video format thinking it was my source file, which I was using VOB. files. That was not the case. Every video I put in, then rendered to mpeg-2, still same result when played back.
