This does look promising with regard to the very long waits for a Pixelan menu to come up

I did some quick testing and compared the menu opening times for the special Cyberlink Fade2 transition and for Pixelan's 3D Six-Pack, DissolveMaster and SpiceMaster PRO 2.5 packs on both the Intel HD4600 (which was not affected by the long delay) and the GTX780Ti (which was greatly affected).

I used just a single instance of Nature.wmv and placed a transition at the end of the clip. Here are my findings:

i HD4600 CL Fade2 = 1.0 second; Pixelan 3D6P = 1.7s; DM = 2.2s; SM PRO = 2.0s
GTX 780Ti CL Fade2 = 2.6 seconds; Pixelan 3D6P = 3.2s; DM = 3.5s; SM PRO = 3.4s

The GTX 7xx takes about 1.5 seconds longer to open the menu than the HD4600, but that's a major improvement over the previous times (tested below w/2830):

GTX 780Ti CL Fade2 = 6.6 seconds; Pixelan 3D6P = 7.5s; DM = 8.1s; SM PRO = 7.8s

When translated into a real project with multiple clips, transitions, titles, etc., the difference is much more pronounced. With 2830, the typical delay was 13-17 seconds for each Pixelan menu; whereas with 2908 the typical delay is down to roughly 5 seconds, which is about 3x faster

(Interestingly, the GTX 780 is actually/finally faster than the HD4600 when opening the special Fade2 transition in a "real world" project! GTX = 3.1s vs. 3.5s for the HD4600. Maybe there's hope for maximum GTX 7xx speed yet!)

There is no change in any of the issues NOT listed in the release notes, although there may be a minor improvement in the long delay when resizing PiP objects issue because of this improvement in response time when using GTX 7xx cards.

That's a good bit of news for Pixelan users, I will check out the situation for myself later today. It does give hope to the slow opening times issue being fixed.

Unfortunately I don't see any (if it is it's very minor) improvement to the pixelan menu opening time after installing 2908.

How long is it taking to open? The timeline content has a big effect on the delay time, so how long it take with just Nature.wmv and a single Pixelan transition?

The same as before, perhaps a hair less. Around 6-7 seconds with the nature clip and a fade at the end. Seems to be the same no matter how much I have in the timeline. I don't see other menus taking this long to open whether I have a little or a lot of content. Once in the Pixelan program though all the effects in the browse windows are quick to display, just getting there is the slow down.
