Yes, that's correct because the Video Speed tool only works for video, and when you select any other type of object, the video speed tool can't be used.

entire movie, you can follow your original workflow but add one step:
- Add timeline clips
- Add text and set correct duration
- Produce movie at normal speed, then place the produced clip on the timeline
- Increase movie speed and produce again
