Thanks - Thought this was going to be the answer.

Assuming this is a technical issue beyond Cyberlink's control?
Not aware of any other product that claims it can do this.

The only piece of software I have used and only with audio files to play to the earlier audio chromecast was Plex and for audio files it was faultless. Haven't tried video. I'm not sure why playing to Chromecast is so problematic except it is a Google protocol the other puzzling thing is why it's so unreliable. I have used JRIVER media Centre for audio but haven't tried it for video. I may give it a shot
I agree with the Op, I downloaded this app and expected to be able to drive PowerDVD from my armchair. Got it connected and saw the pretty screen but failed to work out how it worked or what is was supposed to do. No documentation, no operation and no assistance from Cyberlink.
I have been a semi user of PowerDVD since version 16, upgraded to 17 and found that version 17 didn't play DVDs from the computer to the TV using Chromecast. Which is why I bought it in the first place, the literature is very vague as I'm sure you are aware. I also had problems playing MP4 video files to a TV using Chromecast, this sometimes worked and sometimes it didn't, very frustrating.

I recently as in "today" upgraded to PowerDVD 19 in the hope that simply being able to play an MP4 file to a Chromecast had been improved and was bullet proof. But NO, I still can't play an MP4 video file to a Chromecast device, which if I go back far enough in time was all I really wanted to do.

There appears to be no "fix" coming for the problem and no real guidance from Cyberlink apart from "Call Google", which is a poor get out for a badly designed product.
One of the main reasons I purchased Power DVD was because it can deliver video from a Desktop (Win7) to a Google Chromecast (wirelessly) to display on a large screen TV. Among many things I have found it can't do I have found it does not seem to reliably connect to a Chromecast device. Is there a "trick" that I am missing or is that how it is. VLC is now able to connect from the same desktop reliably wirelessly to Chromecast to display video, and has become my go to program.
Thanks @stevek, I had read that information, and I can cast individual video files to my Chromecast device no problemo. However what I wanted to be able to do is to set up a Playlist in Power DVD which I can do, and then play the playlist through the Chromecast. It seems that whilst you can direct an individual video file to play to the Chromecast device I could not find a way to direct multple video files in a Playlist to the Chromecast. Maybe I'll have to resort to an HDMI cable...
I recently purchased Power DVD because from the blurb I believed it would play DVDs through Chromecast, but it doesn't, which is a bore. I am currently trying to work out if it's possible to create a video playlist that will stream a number of video files to a Chromecast device. I can't find any reference to this option in the FAQs or documentation. I suspect not. If anybody has any views on how to achieve this I would be eternally grateful for the information.

As an observation Cyberlink are not very clear in their information about what their product sets can't do.
