Thanks for the DxDiag report. From the crashes shown at the end, I see you haven't gotten the final releases of PD14 or PhD8, both or which are available
here if you'd like to update them.
Also, your video driver is more than 3 years old, although HP can sometimes make it difficult to get the most recent drivers from Intel. You should at least vist the HP support page for your
ENVY x360 and let the autodiagnostics run and update to the most recent available drivers.
The crashes at the end also show that you're having problems with Windows component store among other things. In addition to whatever diagnostics the HP site can run, you may also want to run the two commands as described in this
post to see if there are any issues with Win10's core system files.
Once all those are finished, your system should be in good shape and you should be able to install and work with the latest CL apps. If you can't get your system free of errors, you may want to consider resetting Windows so you'll have a solid foundation before upgrading.
