With PowerDVD 15 after latest Windows updates I have also found it will no longer launch as mentioned in this recent PowerDVD version 17 post https://forum.cyberlink.com/forum/posts/list/79331.page

To resiolve

Uninstall Power DVD

Install "Visual C++ Redistributable for Visual Studio 2012 Update 4" from Microsoft site (32 and 64 bit versions) selecting "repair"

Reinstall Power DVD (I used origianal install from time of purchase and then applied update patch)
