Transitions are affecting multiple tracks

I have photos in track 1 and titles in track 2. I am using transitions between titles, and the transitions are also affecting the photos in track 1.

While this works for me sometimes, I don't always want this to happen.

How do I make sure that transitions only affect the titles?

Perhaps it relates to the particular transitions you're using. I haven't tested this in PDR17, but there have been similar sorts of reports before.
