Cinematic effect - black strips above and beneath a video in PD14?

Hi all and best wishes for the New Year.

May this year be better than all the terrible things we hear and see in the news... .

I wish to give a cinematic effect to videos. The well-known black strips above and beneath the video. What is the way to do that in PD(14)? Can someone point to a video tutorial on YT,Vimeo, others?

i made this using PD10; however, it'll work with PDs.

Thanks Pepsiman for the tutorial. Looks like a time consuming task but is not when formats are recorded . I think Adorage or Vitascene has a possibility to do so too. Seen it in VideoStudio 7.
