Quote Thank you for your assistance on this.
PD13 does not have a viable batch produce function (only works with .pds files). Does FF have such?

You'd have to simply create a very basic pds files for each source clip for PD batch process.

FF does allow you to import many clips and then convert all to a defined output folder. One can use GPU (if supported) or control the number of encoding threads for performance/capacity of given computer.

To get around the issue of a slow editing machine:

I used VLC batch convert to convert the files from H265, 5.4K to H264 720p (Ctrl-R in VLC).

I then imported the converted files into my video editing tool (PowerDirector 13).

Then performed all my editing tasks (trimming, color correction etc).

Saved project and closed PD 13.

Moved the 720p files into a proxy folder and replaced them with the original 5.4K files. Used command prompt rename to perform bulk rename so original file names exactly matched 720p names.

Launched PD 13, opened project, and rendered.

Excellent results. Happy to perform this step instead of spending much time and $$$ in order to get a new machine.

Thanks Jeff for the information in this thread.
