I HAVE HAD SAME PROBLEM FOR MONTHS -- FOUND A WORK AROUND.
1) GET OUT OF FULL SCREEN MODE - Top RIght button.
2) TOGGLE LOCK AND UNLOCK ALL VIDEOS (LOCKED).
2) TOGGLE AGAIN - ALL UNLOCKED.
3) SHRINK SCREEN TO 1/4 size of screen.
4) NOW I CAN RESIZE THE UPPER PORTION AGAIN --- FINALLY> ARGGGG.

This is the closest I got to fixing it, but when I docked everything back the TIMELINE disappeared now!! I can readjust the preview window and the library window but when I try to adjust the timeline, it goes straight back up to the top with the white line. Then I'm back to square one with no way to undo it.
I tried to add screenshots of the problem, but this is my first time using this forum so I might have done it wrong.

IfYouEver2020 since you're clearly working with PD365, there is another option available.

Try undocking the preview window by clicking on this icon in the lower right:

Next, right click anywhere in that window and choose the following option:

It did work. When it went back to the window, it looked the same but it unlocked the five dots so I could adjust it lower. Thank you
