No, the support on which you record your raws of your camera. Check if other (SD?) cards give this also or if you have this effect in an other editing prog?

For me this is a "compression" problem and not necessarily through PD14 but possibly of your support card (SD or better). It happens many times. Have you tried an other editing prog to compare?

I think the fact that you are not getting a great response may be down to the fact that what you explain is very difficult to see. However, I had a look at the still under magnification and could see what I thought might be due to, too higher an ISO setting creating some noise. I don't know if you were using manual or auto settings, but checking the ISO may be worth a try.
Also, have you checked "Reduce Blocky Artifacts" in preferences > produce - Reduce Blocky Artifacts.

I think the fact that you are not getting a great response may be down to the fact that what you explain is very difficult to see.
