Here's my results:-

i7-2600 3.4GHz
GT 750 Ti
PD12
W7 x64

Using 1280x720/25p (16MHz) both MPEG-4 and AVC gave the same results 11 secs 24-26% CPU with HA and 22 secs 97-99% CPU without HA.

What was the 750 Ti load with HA active? Use GPU-Z...

My old Core2 Quad Xeon 3GHz cannot fill more than 25% of GPU load.

GPU Load peaking at 43%
Video Engine Load peaking at 6%

AVC:-
GPU Load peaking at 65%
Video Engine Load peaking at 12%
