Skype movies are recorded at 16 fps (no options for other) but when I try save my finished video the nearest offered to me is 15 fps. Is there any way I can save at 16 fps?

You'd have to manually create a custom profile for that by editing the profile.ini file (C:\Users\xxxx\AppData\Roaming\CyberLink\PowerDirector\21.0\UserConfigure). I've not used Skype in a long time but I really doubt it's actually 16fps. Skype used to start at 15fps and then go up or down depending on computer hardware and content variability. It went from like 5fps-30fps. If the framerate is that variable in your source footage, PD21 is not really good at handling that during editing. Often one ends up with audio/video sync issues. You might consider converting to a constant fps with like HandBrake or similar and use that file for editing. If source file is near constant fps, then usually no real issues.
