I have PD 19 and I can't drag my clips without PIP opening up. I can drag them down from my library. But when I am in a chapter and I need to move them I'm unable to do that without PIP opening and I'm not double clicking.

That has been reported in the past. See this article for possible help: https://www.makeuseof.com/tag/fix-double-clicking-mouse-windows/ . I find that repairing the left mouse button is the answer if you don’t want to replace the mouse every few months.

Unfortunatly it's still not working and it only happens when I'm PD. I can drag photos from my computer but when I drag a clip or even when I try to drag something from my library it doens't work. I am going to try using a new mouse but it really doesn't make sense that the only place this isn't working is in PD.
