There are several ways to blur an image, but most require the purchase of a 3rd party plug-in now that CL's license for NewBlueFX's plug-ins was not renewed for PD20/365.

Here are the options on my system:

Pixelan's website has more info on their PD plug-ins, and you can buy NewBlue's Motion Effects pack here.
