Does it exist in PD 19 ?

PD 18 does not have this function

No. You can see all supported output formats in this spec sheet.

There are many free apps and online sites to convert video clips to GIFs, including one mentioned in the other thread you just posted to.

As Optodata said, this feature is not available in PowerDirector. But you can do this in PhotoDirector. It works quite well actually. You can try it out:
