That's because you have drop frame timecode set to yes in pref. Set it to no, then the timeline timecode of 00:01:00:00 can be selected.

It has no effect on picture, no, it's not for black and white, it is just the timecode reference.

Haven't tried yet, but I will. Maybe not tonight, it's just past midnight here so I'm soon going to bed.

Post a pic, I don't see that. Attached is a pic with timecode exactly at 00:01:00:00.

EDIT: I see, in "Precut". It appears precut only utilizes drop frame timecode from the ";" (semicolon) in the time code. You will have to make the cuts on the timeline which honors the non drop frame and the ":" (colon) in the timecode.
