Is YouCam 9 frame rate adjustable?

Is YouCam 9 frame rate adjustable? Can it be set to 25 instead of 30?
FYI, using a new i7 Lenovo laptop, Win 10, oodles of RAM. Trying to make it easier to mix mp4 from my device (30 fps) with mp4 from a slower source.

No it's not. You can just change the capture resolution. What are you trying to do with YouCam? Record your desktop? If yes, your better bet is Screen Recorder, which provides a lot more customizable features.

My brother and I are trying to collaborate on some tunes (guitar and vocal). Im using YouCam9 and he’s using Windows native camera app I think. A third party friend is taking our MP4 files and trying to mix them but says the frame rates don’t match and that’s causing some issues. Any thoughts??
