For DV, it's a 1 to 1 copy.
For Hi-8, I suggest you find a camera with TBC and S-video out, and capture lossless to HuffYUV codec. Huge files but it can be run through PD and ColorDirector for fixes, and your resulting file will still be "first generation".
More work, yes, but far fewer compression artifacts than a second generation video file.
If your Hi-8 is jumpy, or has wiggles/flagging/tearing, and you do not have a TBC you can get an ES-10 or ES-15 Panasonic DVD recorder, but use it as a pass-thru, do not record with it. The Panny acts like a poor man's TBC. Not perfect but far better than nothing.
