Youtube claiming copyright violations when I use your music library

I was under the impression that I was licensed under the PD 365 agreement to use PD 18's background music in my videos.

I'm puzzled why every time I upload background music from PD 365's library to Youtube, Youtube flags the music track as a copyright violation and, when I dispute the copyright violation through Youtube's process, I usually lose the dispute. For example, below are the last three videos I've uploaded to Youtube with tracks from PD 365's music library.

Copyrighted content: Dramatic Battle Claimed by: Pirames International Srl

Copyrighted content: Borderline-5 Alarm Music - Sonic Quiver - Direct - Sonic Quiver

Copyrighted content: Fur Elise Claimed by: CD Baby

The only dispute that I prevailed in, above, was Borderline-5.

I'm puzzled as to what is going on.

I beleive Fur Elise is in the public domain. Recall it as sample music in Win XP. Maybe Cyberlink needs to hire new musicians that don't play music that accurately.
