Intel Quick Sync option disappeared overnight (Grayed out)

Strange Problem. Used PD 16 fine yesterday, rendered some videos. I encode in 3840x2160 (4k). I use the mkv container and h.265.
First off, the reason I use h.265 is due to an issue that started about 2 years ago out of the blue as well, where when I used a .mp4, youtube would process the video, and all audio would cut out, skip or dead spots. Don't know why, that issue was never resolved with the .mp4, just by switching to .mkv container, the problem went away.

Back to quick sync, Worked and was an option yesterday, today is not. I even tried working with the same video I did yesterday to repeat, no dice.

Here is where it gets STRANGE! Intel Quick Sync COMES BACK, but ONLY IF I SELECT A DIFFERENT RESOLUTION! Anything but 3840x2160 and quick sync comes back.

Source media is from 4 different sources each same problem. Doesn't matter.
Sony AX53 camcorder h.264 at 100mbit 4k
iPhone 8 using ProMovie recording in h.265 at 120mbit 4k 60 fps
Hardware Store action cam (Quite good actually!) h.264 at 25 mbit 30 fps
Sony PJ380 h.264 m2ts file 1080p at 25 mbit 60 fps

I have attached two screenshots showing both resolutions and with/without quick sync.

Attempts to remedy include updating drivers, rolling back drivers, reinstalling PowerDirector keeping settings, reinstalling PowerDirector FRESH removing every trace I could find. I also tried 4 different program patches/updates that I had stored spanning the last year including the latest and fresh install with no patches, no difference.

PD 16
Version: 16.0.3424.0
Version Type: Ultimate
Latest Patch
No computer updates or changes since the last time it worked

Specs:
Dell XPS 13
DXDiag attached with specs and information

I hope I provided enough info. Hopefully, we can figure this out, I have a huge event to record and upload Thursday.

Cheers!

You can try to "Optimize" in pref "Hardware Acceleration" to see if it will clear the flag, if not, this is probably your answer since only one resolution is grey: https://forum.cyberlink.com/forum/posts/list/47025.page#post_box_244166

Thanks, Giving it a try now.

Tried posting 2 photos and the diag as attachments, however, the site just stalls when posting, so nothing for now.

I have 3 things with the registry value of 1 as shown in that link, changed to 0, and it was for MKV, so crossing fingers! http://YouTube.com/KmanAuto
