  1. does PD have the feature of drawing straight lines?

  2. Does it have feature to hightlight text like in pic

I think PD does not do it the way you want it.
It would have to mount using the tools, add image, background and particle effect to do a lot.
See where you can find the yellow rectangle in the image.

Here is a technique to drawing an expanding line. You can use it for a plain vanilla straight line if you want to modify it.
