How to change the speed of many clips at once while producing a video. You can take one by one but as soon as you choose multiple clips, Power Tools can not be used. Why is that? Anyone who knows how this can be done?

Even with more clips on more than one track, the Powertools are selectable.
But only in PD16. In former versions, that was not possible.

You can do it. "tools" doesn't disappear from above the timeline when you highlight multiple video clips.

Highlight the first, and then hold control until you have highlighted each clip. While they are highlighted go to "tools" above the timeline, click on it, and powertools is there to use.

Are you perhaps trying to do the operation with some stills included. If that is the case it will not work Panny TM10, GH2, GH4,

But with "right click" - "Edit video/image" its not possible...

As shown by Hatti and The Shadowman, you should only select videos and click on the Button, Tools, Power Tools.

Do not right click.
