When capturing video... the video ends up stretched a little. It's not 4:3. How do I fix this? Thank you.

What software are you capturing the video with? Could you describe your settings?

Make sure you are in the correct aspect ratio when capturing and try right clicking the captured file to SET the AR with the file in the timeline. You might be ok without realizing it. HP Envy Phoenix/4thGen i7-4770(4@3.4GHz~turbo>3.9)
Nvidia GTX 960(4GB)/16GB DDR3/
Canon Vixia HV30/HF-M40/HF-M41/HF-G20/Olympus E-PL5.
Tape capture using 6 VCR, TBC-1000, Elite BVP4+, Sony D8 camcorder with TBC.

I'm in 4:3 .... also, I haven't added the video to the timeline. I'm talking about playing back the capture with WMP/VLC Player.

I cannot recall if VLC has AR controls, but if it aint playing nice then you have to place the video in a 4:3 timeline, make sure it is displaying as such, and render your video.

What type of capture are you doing? VHS? HP Envy Phoenix/4thGen i7-4770(4@3.4GHz~turbo>3.9)

The problem with rendering with PowerDirector is that I'm only using the trial... which means there will be a watermark or something (I'm not sure) ...... forgive me if I'm wrong. But I will try it.

I'm doing Hi8/Video tapes.
