My PC has an older I7 Intel CPU not 7th Gen. But I do have a Nvidia 1060 Video card with Play-ready 3.0 support. I can with Windows 10 Edge browser view Netflix Ultra HD 4K content. So my question is if i buy the Pioneer Ultra HD 4k Blu-Ray PC drive and upgrade my powerdvd 16 Ultra to 17 Ultra will I be able to play any of my Ultra HD 4K Blu-Ray movie discs on my PC (without the 7th Gen CPU)? Has anyone tested this to verify it will work?

No, it will not work. Read the minimum requirements for UDH BD playback. Downnload the Advisor from PowerDVD product page and check for yourself. Currently no GPU can pass the test. With your HW you will hardly pass two or three of the requirements. Unless all the results are green, PDVD17 will not playback UHD BD. .

Your responce does not explain why I can watch Netflix 4K Ultra HD content with Windows 10 Edge Browser without the 7th Gen CPU.

Because KabyLake is oficially no longer needed. Nvidia added support for Netflix in new drivers a while ago (you may google it). UHD BD playback requirements are still valid, probably bacause the studios want to protect their movies. Nvidia/AMD must make their GPUs compatible with the secure environment first.

If some Quadro model(s) is/are able to playback UHD BDs as JMX247 says, it may be an unintentional flaw in the system; these are definitely not supposed to do so.

You can also check the link below, I started the thread when Pioneer released the first drive and since then people posted lots of info on this subject there... .
