Not automatically.

You can use titles and position them correctly in sync with the audio. It takes much trial and error to get it right.

It is also possible to use Subtitles (imprinted on video) to get the text in sync with the speech. Again it takes much work and trial and error.

After you have done the sync a few times it gets much easier to 'nail' the position. It helps to expand the timeline to see your position better.
