Samsung Galaxy Tab ... can't add second video for b roll

On my tablet version, the option to add a second video for b roll doesn't appear on the list in the layers button. just an image, text, and sticker. no video option. The option shows on my android phone. same version numbers! Help!

Not every processor is powerful enough to handle the multiple HD video.
