Yes. I can view them in the the PowerDirector viewer, in PowerDVD 14, and in MPC-HC .

IMO, you should have at least 16GB RAM to work with 4K and 4 CPU cores . More CPU cores are better.
Intel CPUs will do better than AMD in general due to Quicksync. They also cost more.
4K files will be very large. A large HD or SSD will be helpful. Large SSDs are still expensive, though.
A 4TB SSD RAID array (2x2TB, or 4x1TB) would still cost around $1500, which is the price of a new computer. And 4TB may still be too small for 4K depending on how many projects you have.
Effects are rendered in software, and you need a fast CPU, or it can take forever.
As far as video card, it depends on your camera, and whether it uses H264 or H265.
If H264, you can use a Maxwell-based video card like the GTX 750Ti I have. These cards should be coming down in price quite a bit now. This card supports 4K decoding/encoding in H264 .
If H265, get a Maxwell2-based video card, like the GTX950/960 which have both encoders/decoders for H265 (in addition to H264).
If you are getting a new computer, you might as well go for Maxwell2.
IMO, encoding in H265 is currently a bit of a dicey proposition, as many PCs cannot view the content - they lack H265 hardware decoders and are not fast enough to decode 4K H265 in software.
A much larger share of PCs has H264 hardware decoders, but not all of them can decode streams at 4K resolutions/bit rates.
I would say that almost all 4K cameras out there below $5000 are still transitional models IMO, because they only do 4K at 30fps.
In upcoming years, there will be 4K cameras at 60fps below this price point.
Right now, I only know of the Panasonic HC-X1000 . $2800 and still using a small sensor, sigh.
FYI, recently, I bought an FDR-AX33 for $1040 including tax and 4 year extended warranty. I greatly regret it. The picture is actually softer than my old Canon HG21. It will be going back to the store. I'm not sure what else to get. The Panasonic F-Z1000 has a larger 1" sensor, but also an annoying 30 minute clip recording limit .
