Your system looks OK to me and you have the latest nVidia driver for your GTX750Ti GPU. You've had lots of errors with something called "WPNConnectionFailure." For some reason, many of the recent DxDiag results coming from systems with AMD CPUs have this same error but I don't think it would be impacting your editing performance. If you wanted to try to fix that issue, you could run the SFC command to see if Windows can find and repair any problems. Here's a

Now back to your original question. Please look at the suggestions the other posters have provided. Any one of those could point you to the answer for why PD is hanging when trying to import your clips. Try moving your clip to a different drive (if you have one) and importing from there. How much free space is available on all your drives? Have you tried uninstalling PD and just patching it to 2604, when it seemed to be working better?
If any of those solve the problem, please let us know. Going forward, your system is definitely powerful enough for HD editing but it may have difficulty with 4k clips so I think that turrning on shadow files will make a difference during editing. Please see this
