You've had me scratching around - mainly trying to figure out where you may have read such a thing.
In
PowerDirector, masks cannot be keyframed. A mask is applied to an object & the object can be keyframed for opacity, scale, position, rotation, freeform etc

If you want to expose different parts of the image/clip throughout the duration, you need to use an overlay which can be manipulated in PiP Designer. Using chroma key, you can get it to act like a mask (but with greater flexibility)... like in the attached example.
