If you are converting VHS tape to Digital there is only one video format, MPEG-2 HQ. Or may be called DVD HQ. Depends on which PD version you are using.
Video Tape is always 720x480/576 NTSC/PAL. Bit rate is around 8 Mbps.
If you are converting DV video that is a whole range of difference. You want to convert as near the source video quality.
For DV, many of the MP4 profiles or H.264 profiles work well.
There is no one best for DV video.
