Sorry - the processes you're using are never going to get good results out of that image.
Whatever way we go about doing it is going to be a compromise, but using screen capture software & producing to DVD quality is almost maximising the quality loss.
Quality is going to suffer from the initial zoom, then the capture, then producing to DVD quality...
Using WPanorama, a series of AVI files is made, with a maximum resolution of 1920x1080. These can be inserted in PD - end to end - for production...

Just as Xerox has said, using PD only can give satisfactory results... but not with screen capture software & producing to DVD quality.

Xerox - I am on the way to semi-confirming your statement about previous versions with Magic Motion. I've done some tests using the same images, motion & production properties with PD8, 9 10 & 11. Next, I'll repeat the procedure using PiP Designer. What I've observed so far is that PD11 appears to have the edge over PD9 & 10... very similar to PD8. The magic motion test video is on YouTube @
