The video is 9:16 in editing but 16:9 in rendering

I shot the video in 9:16, opened in in PD, made sure that the project aspect ratio is 9:16 and made sure that the clips aspect ratio is 9:16. Now when I render, the output video setting is 720x1280 (9:16).

After all of this, the output video is 16:9 and the content is rotated 90 degrees anti clockwise.
Is there a fix for this? Am I missing something?
