When I select a subtitle for a video, adding the starting point, the subtitle text, and length, it shows on the subchannel track but not on the video.

Hi,
Sounds like the Subtitle track is disabled?

https://help.cyberlink.com/stat/help/powerdirector/21/win/enu/03_06_01_timeline_view.html?q=tracks
towards the bottom of the page.

Use this icon to Enable/Disable the track

My guess is you mean not appearing on the "Produced" video, you probably created a MP4 which doesn't support on/off subtitle features. You basically have two options you need to set. The options for the subtitles in the subtitle room are:

1) Create subtitles imprinted on a video file
2) Create subtitles for discs/files

The first option when used with MKV or MP4 files will encode the subtitles into the file and a player such as VLC or the like will not have control to turn subtitle layer on or off, it's always on. The second option writes the subtitles to the MKV file but the ability to display is controlled by the player. With VLC and/or other players that support subtitles, one would need to turn on subtitles during playback.

Options 1 and 2 are controlled in the Subtitle Room (F12) with the icons in the lower right corner.
